Canada has been making sufficient efforts into strengthening its healthcare sector by attracting skilled professionals through its Express Entry system. Since 2023, Canada has been holding targeted Express Entry draws for healthcare professionals. These focused draws offer a competitive edge—no job offer required—for candidates in high-demand sectors.
On May 2, Canada’s immigration department announced the first Healthcare-specific Express Entry draw of 2025, issuing 500 Invitations to Apply (ITAs) for permanent residency.

If you are a trained healthcare professional looking to advance your career in Canada, now may be the best time to make the move. Canada is actively inviting skilled medical professionals through its streamlined immigration programs—no job offer required.
In this post, we’ll break down the key immigration pathways available to medical professionals, what legal requirements you need to meet, and how our immigration law firm can help you succeed from application to arrival.
What Pathways are available to you
Express Entry – Federal Skilled Worker Program (FSWP)
You may qualify for permanent residency through the Express Entry system if you meet key criteria:
At least 6 months of continuous work experience in your profession within the last 3 years;
Language test results (English or French) at CLB level 7 or above;
An Educational Credential Assessment (ECA) for non-Canadian degrees;
Proof of settlement funds, depending on your chosen stream.
Eligible candidates are entered into a federal pool and considered for upcoming immigration draws.
Occupation-Specific Express Entry Draws
Candidates must submit an Express Entry profile and select NOC associated with your profession duties- as their occupation. If eligible, they may be invited in an occupation-specific draw.
Provincial Nominee Programs (PNPs)
You may also be eligible under a Provincial Nominee Program, depending on the province’s labour market needs. A successful provincial nomination significantly increases your Express Entry score and leads to an Invitation to Apply (ITA) for permanent residence.
Do You Need a License to Work in Canada?
Yes. Healthcare is a regulated profession, you must be licensed by a provincial regulatory authority before practicing in Canada. This process may involve:
National or provincial competency exams;
Proof of good standing from your home country;
Language proficiency and academic verification.
